Berlin distracts from its own activities in Ukraine with bioweapons allegations against Moscow — RT DE

It became known that during the special military operation in Ukraine, Russian troops discovered new documents on the subject of military-biological activities in Ukraine. Could you please tell more about it?

During the special military operation in Ukraine, the Russian armed forces got their hands on documents partially containing information about the US Department of Defense military-biological program on Ukrainian territory, within the framework of which, among other things, particularly dangerous pathogens were studied – potential elements of biological weapons , which have natural foci both in Ukraine and in Russia. In addition, possible routes to their epidemic spread were investigated. The scope of the work that has come to light suggests that a significant and, most likely, the most important piece of information about the mentioned US military program is still hidden from the world community. US Deputy Secretary of State Victoria Nuland said on March 9, 2022, in a hearing at the US Senate Foreign Relations Committee that Washington was trying to prevent certain research materials from Ukraine’s biological laboratories “from getting into the hands of Russian forces”. At the press briefings of the head of the Russian NBC Defense Forces Igor Kirillov on March 7, 10, 17, 24 and 31, data on US military-biological activities on Ukrainian territory reported during the special military operation found out, as well as the conclusions drawn from their expert analysis. These materials continue to be analyzed.

What measures is the Russian side taking so that the United States will provide it with explanatory information on cooperation in the military-biological sphere with Ukraine?

The facts discovered so far have been published by the Russian side in the UN and other international organizations and have asked the US authorities to present the relevant detailed explanations. However, as expected, Washington is reluctant to release detailed data on its military biology program in Ukraine to the public.

What’s more, the White House evidently believes that the best defense is attack and has launched a new propaganda campaign. Their central thesis is to identify the false claim that our country’s efforts to draw the world community’s attention to the activities of US military biologists on Ukrainian territory are nothing more than a “fog screen” in the information space, with which Moscow has a potential camouflage the use of biological and chemical weapons as part of his special military operation.

This crude attempt by the US authorities to distract the public from what they consider to be an “explosive” issue of the biolabs they control in Ukraine and to replace it with such an “apocalyptic sensation” was – surprising at first glance – by the political Germany’s leadership supported. Several German leaders and top officials, including Chancellor Olaf Scholz, came out with statements essentially repeating the narrative thrown in by the Americans in the form of warnings aimed at Russia. In this case, Berlin’s verbal commitment is in line with its recent strategic line in the context of the Ukraine crisis (which generally does not exactly help to resolve it; and before that, because of its “pro-Kyiv” orientation, it had the “Minsk process ” led to a dead end), but is particularly cynical in the context of the Federal Republic’s unprecedentedly aggressive anti-Russian rhetoric in recent weeks. Mainly because of the extremely important fact that even before the special military operation of the Russian armed forces in Ukraine, Germany may have participated or still participate for years alongside the USA in the intensive military-biological activities in Ukraine. We are firmly convinced that this largely motivates the German side to be particularly active in comparison to other EU countries and our country’s criminal plans to use biological and chemical weapons on Ukrainian soil and on the not yet liberated territories of the People’s Republics Blaming Donetsk and Lugansk.

Is there more detailed information about German military biological activities in Ukraine?

In order to better understand the situation, let me state the following facts. Since 2013, the German government has been implementing the so-called German Biosafety Program under the aegis of the Federal Ministry of Foreign Affairs, under which joint projects are being carried out with authorities and research organizations from various partner countries, which since the “Maidan year” 2014 have included Ukraine. On the German side, the forces of the Institute for Microbiology of the Bundeswehr (Munich) and the Friedrich Loeffler Institute (Greifswald – Insel Riems), the Bernhard Nocht Institute for Tropical Medicine (Hamburg) and the Robert Koch Institute (Berlin), which specializes in research into life-threatening bioagents.

According to the German Federal Ministry of Foreign Affairs, the “third phase” of the GBP will already be implemented in 2020-2022, the tasks of which, according to open access materials, include the gathering of sensitive epidemiological information (gathering of epidemic intelligence), including with the use of big data technologies, and development of partner country infrastructure for work with dangerous biological agents.

According to its own statements, the Institute for Experimental and Clinical Veterinary Medicine in Kharkov has been the largest Ukrainian partner of the Bundeswehr Institute for Microbiology since 2016. The interaction takes place within the framework of the project “Ukrainian-German biosafety initiative for zoonoses risk management near the EU’s external border”. Since his official goal is to “improve the biosecurity situation” in Ukraine and “particularly in the east of the country”, a rhetorical question arises as to which border the German military biologists regard as the outer border for the zone of their professional interests. The Russian-Ukrainian border?

In its materials, the Bundeswehr Institute for Microbiology argues the implementation of the project with a “potential threat of bioterrorism” in Ukraine against the background of ongoing armed clashes in the east of the country. It is clear that the idea of ​​a possible “participation” of the Donetsk and Lugansk People’s Republics in the development of plans to use biological weapons banned by international law is gradually being implemented. In this way, the German military purposefully and over a long period of time frightened their Ukrainian partners and de facto psychologically turned them against the Donbass republics. Ukrainian biosecurity experts are regular participants of medical biosecurity conferences.

It is generally clear that in order to protect against a possible biological attack, research should be done first of all on potential agents of bioweapons, with which this attack can be deflected, so scientific and research activities in the field of biological and chemical weapons should be conducted. The fact that the Bundeswehr has sufficient knowledge and practical skills in this area became known after the mysterious “poisoning” incident of blogger Alexej Navalny, which caused a stir. Experts from the Bundeswehr Institute for Pharmacology and Toxicology – a military facility “related” to the Bundeswehr Institute for Microbiology – very quickly found traces of a toxin in the Russian’s body, which according to NATO terminology belongs to the so-called Novichok family , allegedly discovered. Such a high level of expertise, if of course everything that was then explained corresponds to reality, testifies to the ability of the Bundeswehr to independently synthesize toxins, including the notorious “Novichok” and its markers.

The Friedrich Loeffler Institute, which is responsible for the Center for Research into Highly Dangerous Viruses and Zoonotic Infections on the Baltic island of Riems, actively cooperates with the Ukrainian State Scientific and Research Institute for Laboratory Diagnostics and Veterinary Sanitary Expertise (Kyiv), the State Scientific and Control Institute of Biotechnology and Microorganism Strains (Kyiv) and with the Institute of Experimental and Clinical Veterinary Medicine (Kharkov), which cooperates in parallel with the Institute of Microbiology of the German Armed Forces. The activities of the Friedrich Loeffler Institute in Ukraine focus in particular on Crimean-Congo hemorrhagic fever, which was first discovered by Soviet scientists in the Russian Crimea in 1944. It has been documented that Ukrainian partner organizations collected samples of bat ectoparasite recipients on behalf of the institute, which, according to existing agreements, were transferred to the mentioned center on the Baltic island of Riems.

The activities of the Bernhard Nocht Institute for Tropical Medicine focus on such highly dangerous infections as dengue fever, chikungunya fever, West Nile fever, usutu and others.

The information presented above about Germany’s military-biological activity in Ukraine is far from exhaustive. It is possible that they will be supplemented in the course of the special military operation of the Armed Forces of Russia on the basis of new documents that may be available to the Armed Forces of the Russian Federation. According to confirmed information, the German side closely coordinated its biosecurity work with the US allies, who were developing a network of at least 30 biolaboratories in Ukraine, where, among other things, dangerous scientific and research studies were conducted.

We call on German officials to immediately use weapons prohibited by international law in spreading false assumptions about the alleged intention of our country in the context of the special military operation of the Armed Forces of Russia. We think that such statements can only persuade the Ukrainian neo-Nazi battalions into terrible provocations, moral responsibility for the tragic consequences of which will also lie with Berlin, among others.
